Home Reading Key — Paul’s Legal Frame, and Hebrews   Paul’s letters and Hebrews share a courtroom and covenant architecture not used the same way elsewhere in the New Testament. Both build on federal headship : one representative’s act legally binds the class tied to him. That is how covenants already work in the Hebrew Scriptures. Adam, Noah, Abraham, Moses, and David function as covenant heads binding descendants not yet born. Deuteronomy 29:14–15 states it openly.
