Israel does not fail here for lack of zeal. It fails by establishing a righteousness of its own. The chapter does not ask for a new body. It asks for submission to the righteousness of God.

Israel and the righteousness of God · J

1–4 Desire that they may be saved. Zeal without knowledge. They sought to establish their own righteousness and did not submit to the righteousness of God. Christ is the end of the law for righteousness to everyone who believes. Submission and end of the law are case language. J.

The righteousness of faith · J

5–7 The righteousness of the law: the one who does these things will live by them. The righteousness of faith does not send you up to heaven or down to the abyss. You do not have to produce Christ. He has already been given. Do not bring down from heaven what God already sent down. Do not bring up from the dead what God already raised.

8–13 The word is near: mouth and heart. Confess the Lord Jesus and believe that God raised him. With the heart one believes unto righteousness; with the mouth one confesses unto salvation. Believing unto righteousness is the same reckoning as chapters 3 and 4. Jesus’ resurrection is a substantial fact — his. What the one who calls receives is salvation and credited righteousness. There is no distinction between Jew and Greek. J.

Hearing · J

14–17 Call, believe, hear, preach, be sent. Faith comes by hearing, and hearing by the word of God. The means is not a rite that changes matter. It is a word heard and believed.

18–21 Have they not heard? Yes. Israel heard and remained contrary. God stretched out his hands. The problem is not lack of a physical sign. It is refusal to submit to the righteousness that is preached. J.

The trap of this chapter. Turning “mouth and heart” into a technique that obliges God, or into proof that the body has already changed. Paul describes the way righteousness is received: believe and call. He does not describe glorification. That remains at 8:23. Here Israel stumbles because it wants a righteousness it can establish. The gospel offers one that is counted.
